QUESTION: What are the requirements to be a Unit Movement Officer (UMO)?

 

ANSWER: Unit Movement Officer (UMO) requirements are:

 

  • Officer or senior NCO (E-6 or above) with alternate (E-5 or above) with Additional duty orders, signed by his or her commander.
  • Possess a secret security clearance and have at least one year retainability in the unit.
  • Formal training in a Unit Movement Officers training course (UMO) equivalent to that which is offered by the US Army Transportation School, Deployment Systems Department (DDSD), Fort Eustis, Virginia and understands the movement process.
  • Formal training in a Transportation Coordinator’s Automated Information for Movements System training course (TC-AIMS II).

 

 

QUESTION: What is TC AIMS II?

 

ANSWER: The Transportation Coordinator’s-Automated Information for Movements System II (TC-AIMS II) is a transportation data management system used for creating, storing and reporting unit transportation movement data.  Within this system, there are two lists that are critical to the movement process that must be created by unit personnel. The first list is the Organizational Equipment List (OEL) and the second list is the Unit Deployment List (UDL).

 

 

QUESTION: What is an OEL?

 

ANSWER: An Organizational Equipment List (OEL) is a complete listing of unit equipment that is electronically maintained within Transportation Data Management systems for the purpose of planning and reporting.  Primarily, the list consists of major end items in their primary shipping configuration such as vehicles and containers.  Command visibility of these assets is essential to provide an indication of a unit’s equipment capabilities and transportation lift allocation requirements. All OELs must be updated annually between May and July or within 30 days of a TO & E change.

 

 

QUESTION: How often should I update my OEL?

 

ANSWER:

 

  • By regulation, each unit is required to update its OEL annually.  Additionally, these updates are required to be completed between the months of May and July.

  • Each time a major end item such as a vehicle, trailer, generator, or container is added or removed from your unit’s property book.

 

 

QUESTION: Where do I go to update my OEL?

 

ANSWER:

 

  • Your unit, Battalion, or Brigade level TC-AIMS II system operator.

  • The Fort Bragg Unit Moves Section located at BLDG W-1335, Pope AFB, (Passenger Terminal 1) on the 2nd floor above the Advanced Airborne School.

 

 

QUESTION: What are the requirements to update my OEL?

 

ANSWER:

 

  • Be designated, with additional duty orders, as a Unit Movement Officer/Non Commissioned Officer (UMO) for your unit.

  • Have a certificate of training for satisfactory completion of the TC Aims II operator’s course.

  • Bring copies of the above mentioned documents to the Unit Movement Section to get a TC Aims II username and password.

  • Know the Unit Identification Code (UIC) for your unit and bring an updated copy of your unit’s property book as well as a complete listing of your organic vehicles and containers showing model, bumper and serial numbers of the equipment. 

  • See your property book officer to identify the Controlled Item Inventory Code (CIIC) of any sensitive items that you intend to list in your OEL.

  • A Unit Movement Section staff member will assist you with the process of updating your OEL.

 

 

QUESTION: What is a UDL (Unit Deployment List)?

 

ANSWER: A Unit Deployment List (UDL) is the list of the vehicles, equipment and containers created by a deploying unit, within a TC-AIMS II electronic plan file.  The equipment in the UDL is sourced from the unit’s Organizational Equipment List (OEL) and is equipment that is designated for movement as part of a deployment or exercise.

 

 

QUESTION: When will I be required to create a UDL?

 

ANSWER: A UDL must be completed for any of the following movements:

 

  • Any command directed movement for which a Unit Line Number (ULN) has been assigned.  These movements require the procurement and allocation of both strategic and non-strategic transportation lift assets, as well as command mobility analysis, coordination, and oversight.

  • Any command directed, training event or exercise that requires Military Shipping Labels for movement through or to any Defense Transportation Node.

 

 

QUESTION: Prior to movement, how far in advance must a UDL be completed?

 

ANSWER:

 

  • For ordered movements with Time Phased Force Deployment Data (TPFDD), a UDL must be submitted Thirty (35) days prior to the designated Ready to Load Date (RLD).

  • For Unit Movements within CONUS where equipment will be moved by convoy or transported by commercial line haul assets, a UDL must be completed Thirty (30) days prior to the movement date.

  • For any movement where equipment will be transported by rail, both UDL and rail load plans must be submitted Forty-five (45) days prior to the movement date.  Note: The Fort Bragg Rail Load Coordinator must submit a solicitation for rail movement 45 days prior to the movement date.

 

 

QUESTION: How do I get pallets and Milvans?

 

ANSWER: For scheduled deployments and exercises:

 

  • Complete a UDL within a TC Aims II Plan file that will be created specifically for your move by the Unit Moves Section.  (Do not create your own Movement Plan in TC Aims II)

  • Deliver a copy of your UDL (signed by your commander) along with a memorandum requesting the number of pallets and milvans listed on your UDL, to the Unit moves Section for approval.  (See the ITO website for an example of the request memorandum format)

  • Take approved Milvan requests to the Container Yard Supervisor’s office (6-3778/3771) located in Bldg J-2325 within the Knox St Warehouse Complex, to schedule the delivery of your containers.

  • Take approved 463L pallet requests to the ADACG (6-9911) located at Green Ramp in Bldg W-1967 on Pope Air Force Base.

 

 

QUESTION: When am I required to have Military Shipping Labels (MSLs)?

 

ANSWER: By regulation, a Military Shipping Label (MSL) with bar code will be uniformly applied to all unit move equipment/cargo. These bar coded labels allow automated identification technology to process unit move shipments through the terminals expeditiously. DD Form 1387, Military Shipment Label, will be used only for Department of Defense (DOD) contingency operations where manual entry is the only means available to document DTS shipments.

 

ANSWER: Also by regulation, any movement entering the Defense Transportation System (DTS).  A DTS shipment is defined as: any shipment entering a DTS node such as an origin or receiving terminal, Transportation Office (TO) or supply and receiving function.

 

 

QUESTION: Where do I get Military Shipping Labels (MSLs)?

 

ANSWER:  The Fort Bragg Unit Moves section located at Bldg W-1335 Hurst Dr, Pope Air Force Base. 

 

Note 1: The Unit Deployment List (UDL) must be updated with the correct bumper numbers, serial numbers, and weights for all equipment being shipped before MSLs will be issued.

 

Note 2:  A Consignee (Recipient) DODAAC is mandatory for all Military Shipping Labels (MSLs).

 

 

QUESTION: Do I need Radio Frequency Tags (RF Tags) for my shipment?

 

ANSWER: Without exception, Active RFID tags are to be issued for all containers and pallets being shipped OCONUS.  Additionally, RFID tags will be issued for all major organizational equipment such as vehicles or equipment that is sensitive or classified in nature.  Finally, unit commanders may request RFID tags for specialized vehicles and equipment.

 

 

QUESTION: How do I get Radio Frequency Tags (RF Tags)?

 

ANSWER:  RF tags are written, activated, and issued by the Fort Bragg Unit Moves Section.

 

Note: A UDL must be completed and approved by the Unit Moves Section for RFID tags to be issued.

 

 

QUESTION: What is a convoy?

 

ANSWER:  Simply put, a convoy is a column of vehicles that moves from the same point of origin to the same destination and is organized for the purpose of control under a single commander.   This definition applies to both on-installation and off-installation vehicle movements.  A Convoy Clearance number is necessary for all convoy movements and can be obtained by submitting a completed DD Form 1265 to the Fort Bragg Unit Moves Section.  For more detailed information on convoy control, organization, and planning guidance, consult chapter 5 of FM 55-30.   

 

 

QUESTION: What is an over-size/over-weight vehicle?

 

ANSWER: 

 

Over-weight vehicles are:

 

  • Any vehicle with a Gross Vehicle Weight (GVW) that exceeds 80,000 lbs is considered to be overweight and requires a DD FORM 1266 Special Hauling Permit.

  • Any vehicle exceeding the following maximum axle load limits are consider overweight:

    • (1) Single-axle load limit – 20,000 lbs.

    • (2) The weight of any tandem-axle on any vehicle or combination of vehicles shall not exceed – 38,000 lbs.
  •  

    Over-Sized/Over-dimensional vehicles are:

     

  • Any vehicle with dimensions that exceed 720 inches in length, 102 inches in width, or 162 inches in height is considered to be an Over-Sized/Over-Dimensional vehicle and requires a DD FORM 1266 Special Hauling Permit.

 

 

QUESTION: How far in advance must I submit a Convoy Clearance Request or Request for a Special Hauling Permit?

 

ANSWER:

 

  • All requests for off-installation movements must be submitted Thirty (30) days prior to movement.
  • All requests for on-installation movements are to be submitted Fifteen (15) days prior to movement.

 

 

QUESTION: Where do I submit a Request for Convoy Clearance (DD 1265) or a Request for Special Hauling Permit (DD 1266)?

 

ANSWER: Submit all Requests for Convoy Clearance and Requests for Special Hauling Permit to the Unit Moves Office for processing and approval.
