TRANSITION CENTER PROCEDURES
ETS - Orders can be generated 60 to 90 days prior to Expiration Term of Service (ETS) by the Transition Center. Orders are distributed to the Soldier’s AKO 5 to 7 working days after receipt of a complete ETS packet. Only S-1 personnel are authorized to drop off ETS packets which includes two copies of DA Form 200.
It is the responsibility of the Unit/Battalion or Brigade S-1 to run a 90 day ETS query (loss roster) for their units and submit the required documents to the Transition Center 60 to 90 days prior to a Soldier’s ETS for processing.
Documents required for publication of ETS of orders
Military Personnel File with DD 93 / SGLV (updated within 12 months)
Contracts (4-1 through 4-3) *Soldiers with prior service will not have a 4-3 contract
Prior Enlistment contract/Extensions (if applicable)
DA Form 31 (if applicable)
ACAP Checklist (DD 2648)
Updated ERB (with AKO address and phone number)
Any prior DD Form 214 (if applicable)
PERSTEMPO memo (if applicable – deployments)
Issue/Concern: Units are not identifying Soldiers who will ETS and submitting their Military Personnel Files (MPFs) to the Transition Center for processing in a timely manner.
ADMINISTRATIVE SEPARATIONS (CHAPTERS) – Orders are published 5 to 7 working days after receipt of a complete packet. Packets can be dropped off by the Soldier (and escort if required). An order pick-up date will be provided. If a chapter requires an escort, the escort must remain with the Soldier during the entire process.
Issue/Concern: Packets go thru an extensive process at the unit/legal office for lengthy periods of time. When they are received at the Transition Center, there is often a demand for expedited orders. There must be extenuating circumstances to have orders expedited due to the sheer volume of orders published by the Transition Center.
Please be advised there is an installation policy (Policy Letter #2) and Fort Bragg regulation on clearing requirements.
MEDICAL SEPARATIONS - Consolidated Army Transition Center Policy and Procedures for Disability Evaluation System (DES) Separation Processing. In accordance with MILPER Message 09-067, immediately upon notification of approved separation, the following is required:
· Soldiers will be counseled (IAW paragraph 5 & 6 of the above message) by their commander and establish a separation date.
· DA Form 31
· Report to the Transition Center to begin the separation process and obtain a checklist.
To facilitate a smooth process, Soldiers must report to the Transition Center immediately upon signing DA Form 199 - Physical Evaluation Board (PEB) Proceeding to obtain their processing to complete separation.
REMINDER - The Transition Center IS NOT authorized to extend Soldiers beyond a contractual ETS date. If a medical separation date is beyond the contractual date, Soldiers must see their PEBLO case manager or unit retention NCO for an extension. If this is not done and a Soldier reports to the Transition Center for orders, the orders will be published with the original contractual date which will cause a stoppage of pay and termination out of Army systems.
