on the shuttle bus routes.

QUESTION: Who is authorized to ride the Shuttle Buses?
ANSWER:
The Fort
Bragg Shuttle is free to all family members. Children below the age
of 14 must have parent or guardian with them to use the service.
Children 14 and above may use the shuttle system unaccompanied.
QUESTION: What hours do the Shuttle Buses operate?
ANSWER:
Generally, the buses operate Monday through Friday from 1000 to 1800
hours. Some of the buses operate weekends with reduced hours.
Please check the online shuttle bus schedule for current times and
stops.

QUESTION: Can the Shuttle Bus pick me up or drop me off at my
barracks?
ANSWER: No. Shuttle bus drivers cannot deviate from their already
prescribed routes.

operate only in duty areas.
QUESTION: Do Pope Field (PF) have a shuttle bus service?
ANSWER:
•
Currently, there is no scheduled shuttle bus service for PF.
However, there are plans to expand the current shuttle bus service,
so check the
Shuttle Bus Schedules for the most up-to-date shuttle schedules.
•
You can also contact either the TMP dispatcher at 396-1992 or PF
dispatcher at 394-6905 for shuttle bus information. We also attempt
to have printed shuttle bus schedules available at each of the
shuttle bus stops.
QUESTION: Can the shuttle bus come and pick me up at PF?
ANSWER: Shuttle bus drivers absolutely CANNOT deviate from their
already prescribed routes.
Please do not ask the shuttle bus drivers to deviate from their
route.

Dispatching and
Re-Dispatching Procedures
QUESTION: What are the requirements for being a Vehicle Control
Officer (VCO)?
ANSWER:
•
If military, must be an E-5 or above.
•
If civilian, must be a GS-7 or above.
•
You must be nominated by your Project Manager (or equivalent) if you
are a contractor.
•
Must be assigned as a VCO by
letter of appointment signed by
your commander or Project Manager, if a contractor.
•
Must follow all procedures as outlined in the VCO letter of
appointment.
IMPORTANT: The VCO
is the unit’s authorized representative for coordination with TMP.
QUESTION: What are the procedures for obtaining a GSA vehicle from
the Ft Bragg TMP?
ANSWER:
Your
first step is to contact your VCO. The following are the procedures
to acquire a GSA NTV from TMP:
•
ALL: Must be on the master Vehicle
Control Officer (VCO) list (maintained by TMP personnel).
•
ALL:
Must provide
Ft Bragg Form 1494 (Motor
Vehicle Request), then completed and signed by your VCO.
•
ALL (when requesting a permanent
vehicle):
Must provide above as well as
DA Form 4610-R and
DD Form
448 (MIPR).
•
NON-GARRISON UNITS (when requesting
U-Drive-It Vehicles):
Must provide a copy of
DD Form 448 (MIPR) along with
Ft Bragg Form 1494 (Motor
Vehicle Request).
QUESTION: What are the requirements for a newly assigned contractor
on Ft Bragg to obtain a GSA vehicle from the TMP?
ANSWER:
•
Vehicle Control Officer (VCO)
letter of appointment signed
by the Project Manager,
•
DA Form 4610-R ,
•
Copy of contract Performance Worksheet (PWS) showing authorization
for a government furnished vehicle by vehicle type,
•
Ft Bragg Form 1494 (Motor Vehicle Request),
•
Authorization from DOL Budget (396-7802) confirming funds are
available.
IMPORTANT: Your VCO is the unit’s authorized representative for
coordination with TMP.
•
Be prepared to sign a Memorandum of Understanding (MOU) agreeing to
pay for vehicle IAW GSA and AR 58-1 guidelines
NOTE:
Short Term Rental (STR) Requests cannot exceed 60 days and
require DOL Budget approval (396-7802). If requesting an SUV, there
are additional requirements. (Refer to “WHAT IS THE
PROCEDURE FOR REQUESTING AN SUV?”
QUESTION: What are the procedures for turning a GSA vehicle into
the TMP?
ANSWER:
•
So that we can provide the best possible customer service, it is
recommended that the VCO schedule an appointment.
•
VCO and customer will perform a joint Inspection on
DA Form 2404
(Vehicle Operator’s Inspection Checklist) with TMP.
•
Vehicle must be up-to-date on maintenance services, i.e., oil
changes, etc.
•
Vehicle must be clean to GSA Standards (wash and vacuum).
•
Vehicle damage will be charged to the customer.
•
Vehicle must have both of the GSA license plates or MP report if
missing.
•
Vehicle must have spare tire mounted with jack and lug wrench.
•
Vehicle shouldn’t have any instrument dash lights on.
QUESTION: Do I have to submit the proposed Ft Bragg Form 1494 in
person?
ANSWER:
No.
Remember to contact your VCO first. Your VCO must sign this form
before it can be forwarded to the TMP. It can be electronically
sent to the TMP, faxed to TMP Dispatch at 910-396-7063, or it can be
scanned and emailed to
usarmy.bragg.imcom-atlantic.list.fort-bragg-tmp@mail.mil.
QUESTION: What happens if the TMP has no vehicle available?
ANSWER:
•
The VCO should coordinate with his own Command.
•
A Statement of Non-Availability (SONA), signed by the TMP
Transportation Operations Specialist, will be provided by the TMP,
so the vehicle you need can be rented.
QUESTION: How many days can I rent a vehicle on a Short Term
Rental (STR)?
ANSWER:
A short-term lease will not exceed 60 consecutive calendar days.
QUESTION: Does PF have U-DRIVE-IT (UDI) Vehicles?
ANSWER:
No. PF
does not have a U-Drive-It (UDI) fleet; only Ft Bragg TMP. If
you need a UDI vehicle, you will need to contact Ft Bragg TMP.

QUESTION: How soon do I have to return a vehicle to TMP?
ANSWER:
IAW
Policy Letter 30, vehicles must be returned to TMP within 2 hours of
mission completion unless otherwise authorized.

Accident Reporting

QUESTION: If I am involved in an accident, what should I do?
ANSWER:
•
Call your local law enforcement.
•
Fill out the
SF Form 91 (Motor Vehicle
Accident Report)
located in your vehicle’s black binder. (Also available in the
vehicle’s glove box and on this website.)
•
Report the accident / incident to your Vehicle Control Officer
(VCO).
•
Your VCO will notify the Transportation Motor Pool (TMP).
•
If out of the area, call the GSA Fleet Management Assistance Center
at 1-866-400-0411.
YOU MUST COMPLETE ALL OF THE ABOVE
STEPS.
QUESTION: Am I insured when driving and/or riding in a GSA vehicle,
if involved in an accident?
ANSWER:
•
YES if you’re Military.
•
YES if you’re a Civilian Government
employee.
•
NO
if you’re a Contract employee. Employees under a government
contract are not insured by the government.
QUESTION: Where can I find the vehicle accident avoidance training?
ANSWER:
Access to
the
Vehicle Accident Avoidance Training is available on this
website. After completion of the training, print the certificate
and maintain it in your records. Cut out the perforated portion to
carry on your person at all times when driving your
government vehicle. This is especially important if you are
involved in a vehicle accident. (This training is a recurring
training requirement.)

Driver Quick Facts
QUESTION: What am I authorized to purchase with the Wright Express
Credit Card?
ANSWER:
•
Fueling your assigned GSA vehicle only! Do not fuel anyone else’s
vehicle!! This is a punishable offense.
•
Maintenance under $100 from approved vendors only.
•
Purchases over $100 must have prior authorization from the GSA Fleet
Vehicle Assistance Center at 1-866-400-0411.
•
Car washes - not to exceed $15 per month per vehicle.
QUESTION: What should I do if my Wright Express card won’t work?
ANSWER: Bring the malfunctioning card into our TMP Clerk and
request a new card be ordered. You can expect your new card in
approximately 7-10 days.
QUESTION: What are the correct procedures to pay for fuel at the
pump?
ANSWER:
•
Check your mileage reading BEFORE turning off the
ignition.
•
Be absolutely sure the station accepts the Wright Express credit
card BEFORE pumping gas.
•
Insert the credit card into the slot & remove quickly.
•
Enter the vehicle’s 6-digit ID number, e.g. G11-1346K would be
entered as 111346.
•
Enter odometer reading or current mileage – do NOT guess –
use the exact mileage from the odometer – this is extremely
important!
•
Choose the proper fuel for your vehicle & begin fueling.*
* The use of Plus & Premium fuel is prohibited. Driving an
AFV? Always use alternative fuel when available.
QUESTION: What should I do if I lose my Wright Express credit card?
ANSWER:
•
Immediately notify your Vehicle Control Officer (VCO).
•
Your VCO will forward a memo to the TMP explaining what happened.
QUESTION: What should I do if my vehicle runs out of fuel?
ANSWER:
•
Notify your VCO.
•
Contact the GSA Fleet Vehicle Assistance Center at 1-866-400-0411.
QUESTION: What is the process for reimbursement if I purchase fuel
with my money because the Wright Express credit card is not working?
ANSWER:
•
Prepare a memo explaining what happened and complete
SF 1164.
•
Give the memo,
SF 1164, and receipt to your VCO, who turns it
into the TMP.
•
The reimbursement process is normally from 4 to 6 weeks.
QUESTION: What steps must I take for after hours assistance or
emergencies?
ANSWER:
•
Notify the Corp Emergency Operations Center (EOC) at (910) 396-0371
who notifies the Project Manager.
•
Contact the 18th Airborne Corp Staff Duty Officer at
(910) 396-9901.
•
If further assistance is needed, the Transportation Operations
Specialist/COR will be contacted.
QUESTION: What are the authorized
garages for servicing my GSA vehicle?
ANSWER:
An approved vendor list is available from your VCO. Do not use a
vendor that is not on the GSA approved vendor list.
QUESTION: How do I keep my GSA vehicle
clean?
ANSWER:
•
Car
washes – not to exceed $15 per month per vehicle.
•
Car washes
over this monthly monetary amount ($15) will be charged back to your
unit.
QUESTION: Are there any restrictions on
the use of GSA vehicles?
ANSWER:
•
GSA
vehicles are not provided when the justification is based solely on
rank, position, prestige, or personal convenience.
•
Unauthorized transportation: private social functions, personal
errands or side trips for unofficial purposes; transportation of
dependents or visitors without an accompanying official.
•
Vehicles
must not be used for transportation to or be parked at commissaries,
post exchanges (including all concessions), bowling alleys, officer
and non-commissioned officer clubs, or any non-appropriated fund
activity unless personnel are on official Government business or
temporary duty travel (TDY).
•
Vehicles
will not be used to transport personnel over all or any part of the
route between their domiciles and places of duty or employment,
unless specific prior authorization has been received. (See AR
58-1.)
•
There is absolutely no smoking permitted in GSA vehicles.
QUESTION: I am confused about my responsibilities as a driver of my
unit’s Non-Tactical Vehicle (NTV). What should I do?
ANSWER:
•
Always contact your VCO first with any questions you may have about
your GSA NTV. Your unit’s VCO is your first point of contact before
contacting anyone else.
•
IMPORTANT: The VCO is the unit’s authorized
representative for coordination with TMP.
QUESTION: Who is my VCO?
ANSWER:
Call the
TMP dispatcher at 396-1992 or the PF dispatcher at 394-6905 for
further assistance.
QUESTION: My POV won’t start and I have an appointment. Can I call
the TMP and request taxi service?
ANSWER:
No. The
TMP does not offer or have the resources to provide taxi service.
QUESTION: Where can I get manufacturer’s warranty and roadside
assistance information?
ANSWER:
Click to

information for vehicle model years 2000 thru 2010. Please note
that both Ford and General Motors offer free roadside assistance for
five years or 60,000 miles for vehicles that are model year 2007 and
newer. Additionally, the power train warranty for many vehicles
exceeds the basic manufacturer's warranty.
QUESTION: My vehicle needs to be towed. What should I do?
ANSWER:
First,
determine if your vehicle is still under warranty. If it is not
under warranty and towing is required (other than for accidents),
roadside assistance should be called before a private towing company
is contacted. Repairs that are covered by the manufacturer's
warranty should go to a dealership. Vehicles needing repairs that
are not covered by warranty should go to independent repair
facilities, since their labor rates are often substantially lower.
IMPORTANT:
Only use vendors from the GSA -approved vendor list. TMP provides
all VCOs with the current GSA approved vendor list.
QUESTION: What is the purpose of the Black Vehicle Identification
Link (VIL) key?
ANSWER:
•
For use at the on-post Green Refueling Stations (one is located at
Long St and Gruber and the second one is located off Knox Street
across Bragg Blvd.)
•
For Alternative Fuel Vehicles (AFVs) that can use E85, B20
Biodiesel, or Ultra Low Sulfur Diesel (ULSD).

QUESTION: Can I get free roadside assistance and who pays my towing
charge for my GSA vehicle?
ANSWER:
The
vehicle manufacturer offers free roadside assistance for vehicles
under warranty. If a towing service other than the free roadside
assistance is used for a covered vehicle, an agency incurred expense
(AIE) will be issued to the unit for the towing charge. Only use
vendors on the GSA approved vendor list.

information. Normally, the MIPR should cover the vehicle’s cost per
day, estimated mileage charges, and an allowance for possible
accidents/incidents.
QUESTION: How much does it cost to lease a bus?
ANSWER:
There are
different variables that affect bus rates such as its size and
mileage. Contact your budget personnel or TMP Production Control at
907-5762 for more information.
QUESTION: When do my NTV license plates expire?
ANSWER:
There may
be a requirement for the license plates to be exchanged
periodically, but your NTV license plate does not actually expire.
QUESTION: Who is responsible to ensure the assigned vehicle
receives routine maintenance, e.g. lubes and oil changes?
ANSWER:
The Driver
QUESTION: How do I know when my vehicle needs an oil change?
ANSWER:
Generally
speaking, NTVs require an oil change every 7,500 miles or 12 months,
and hybrids require one every 10,000 miles. Your VCO gets an email
letting them know when vehicles are due for an oil change. If you
have any questions, contact your VCO directly.
QUESTION: Are there any special requirements to drive GSA
vehicles weighing 26,001 pounds or more?
ANSWER:
Yes.
A CDL is required of drivers, paid or volunteer, who drive the
following types of vehicles:
•
Class A:
Any combination of vehicles with a
gross vehicle weight rating, GVWR, of 26,001 pounds or more,
provided the GVWR of the vehicle or vehicles being towed is in
excess of 10,000 pounds.
•
Class B:
Any single vehicle with a GVWR of 26,001 pounds or more, and any
such vehicle towing a vehicle with a GVWR not in excess of 10,000
pounds.
•
Class C:
Any vehicle not described in Class A or B above but is: Designed to
transport 16 or more passengers, including the driver; or used in
the transportation of hazardous materials that require the vehicle
to be placarded under C.F.R., Part 172, Subpart F
